Personal Information Protection Policy

Tohoku EPCO Energy Trading Co., Inc. (“TET”) recognizes the importance of the protection of personal information in today’s highly networked information society, and strives to handle appropriately the processing of personal information and specific personal information including that of our customers, shareholders and employees (hereafter “Personal Information”) in accordance with the following policy.

1. Compliance with Laws and Regulations

TET shall, when handling Personal Information, comply with laws and regulations including the Act on the Protection of Personal Information and the Act on the Use of Numbers, as well as government agency guidelines and this policy.

2. Use of Personal Information

TET shall specify the purpose of use of the Personal Information. The acquired information shall be used within the bounds of the purpose necessary to perform TET's business operations in a proper and uninterrupted manner, with the prior personal consent and to the extent that the laws or regulations may require.

3. Acquisition of Personal Information

TET shall, when acquiring Personal Information, obtain such information in a proper manner. With the exception that disclosure is requested by laws and regulations, TET shall announce the purpose of use of the acquired information in advance, or notify the individual concerned or announce it immediately after obtaining such information.

4. Management of Personal Information

TET shall take necessary and appropriate measures to protect Personal Information from leaks, loss, and damage, while properly supervising its employees and outsourcing contractors.
TET shall also strive to keep Personal Information accurate and up to date within the scope necessary to achieve the purpose of use.

5. Shared Use of Personal Information

TET will use personal information acquired by TET for such procedures as connection and supply switching of power supply, with third parties as follows:

(1)Scope of third parties

TET may jointly use the customer’s personal information with the following parties*1:

  • Retail electricity suppliers*2
  • General power transmission and distribution companies*3
  • Organization for Cross-regional Coordination of Transmission Operators, JAPAN (“OCCTO”)
  • Negawatt transaction operators*4
  • An electricity distribution company

(2) Purpose of shared use

For the following purposes, TET shall use Personal Information jointly with the third parties mentioned in (1) above:

  1. Conclusion, change, cancellation of service contracts and electrical supply adjustment contracts, etc. (hereafter “service contracts”)
  2. Discontinuation and introduction of retail supply contract (including contracts related to isolated island services and last resort services) or electrical supply contract (hereinafter “Retail Supply Contract, etc.”)
  3. Checking of the power supply point information
  4. Meter reading, inspection, equipment maintenance and replacement, and equipment checking following power outages or natural disasters by general power transmission and distribution companies and an electricity distribution company in accordance with service contracts
  5. Operations related to negawatt transactions

(3) Shared information items

TET shall use the following information jointly with third parties mentioned in (1) above:

  1. Basic information (name, address, phone number, Retail Supply Contract, etc. number)
  2. Information related to power supply (receiving) points: Service areas of general power transmission and distribution companies and an electricity distribution company that have concluded service contracts, subjects covered by the terms and conditions of isolated island services, power supply (receiving) point identification numbers, service contract sales information, upper limits of electrical current, connected supply service menus, power factors, supply methods, service agreement determining methods, instrumentation information, utility pole numbers, precense of grid connection facilities, service contract transfer dates, metering dates, contract status, and decommissioning methods.
  3. Information related to negawatt transaction: Power generation sales volume, demand procurement volume, negawatt transaction volume, and baseline.

(4) Parties responsible for managing shared information

Parties to manage information mentioned in (3) above are as follows:

  1. Basic information: Power retail suppliers who have concluded Retail Supply Contracts, etc.
    (However, basic information regarding the customers of isolated island services and last resort services should be managed by general power transmission and distribution companies)
  2. Information related to the power supply point: General power transmission and distribution company and an electricity distribution company in each region where the power supply point is located
  3. Information related to negawatt transaction: Negawatt transaction operators

(*1) TET will share the customer’s personal information only with those business operators who require the information for the purpose of shared use, and not necessarily with all retail electricity suppliers, general power transmission and distribution companies, negawatt transaction operators, and electricity distribution companies.

(*2) A retail electricity supplier refers to a business operator who is registered as an electricity retailer with the Minister of Economy, Trade and Industry (including those registered in accordance with the supplementary provisions of the Act for Partial Revision of the Electricity Business Act, etc. (Act No. 72 of 2014)), and whose registration is not refused based on the reasons prescribed in Article 2-5-1 of the Electricity Business Act (Act No. 170 of July 11, 1964). (A list of names and addresses of operators is available at the website of the Agency for Natural Resources and Energy.

(*3) General power transmission and distribution companies refers to Hokkaido Electric Power Network, Inc., Tohoku Electric Power Network Co., Inc., TEPCO Power Grid, Inc., Chubu Electric Power Grid Co., Inc., Hokuriku Electric Power Transmission & Distribution Company, Kansai Transmission and Distribution, Inc., Chugoku Electric Power Transmission & Distribution Co., Inc., Shikoku Electric Power Transmission & Distribution Co., Inc., Kyushu Electric Power Transmission and Distribution Co., Inc. and the Okinawa Electric Power Company, Inc.

(*4) Negawatt transaction operators are operators who have concluded negawatt transaction adjusted power supply contracts with general power transmission and distribution company members (including those who have obtained operator codes before concluding contracts). (A list of names and addresses of operators is available at the website of the Organization for Cross-regional Coordination of Transmission Operators, JAPAN (OCCTO).

(*5) “Discontinuation of Retail Supply Contracts” refers to a situation where an operator, having received an application from a customer for a new Retail Supply Contract, acts on behalf of said customer and applies to the existing operator to discontinue the existing Retail Supply Contract.

6. Disclosure of Personal Information

(1) Disclosure to customer

Upon request from individuals for disclosure of their Personal Information, TET shall disclose them promptly in accordance with laws and regulations.

(2) Disclosure to third parties

TET shall not disclose or provide retained Personal Information to third parties unless requested in accordance with relevant laws and regulations.

7. Correction or Suspension of Use of Personal Information

Upon request for correction or deletion, etc., of retained Personal Information from the individual concerned, TET shall endeavor to respond promptly to such requests, based on relevant laws and regulations after TET confirms that the Personal Information is not correct.

8. Improvements to the Protection of Personal Information

To implement this policy effectively, TET shall endeavor to continuously review and improve the protection of Personal Information and organize the system under which consultations and requests are handled with respect to Personal Information.
